DEPARTMENT: HUMAN RESOURCES & PAYROLL
TITLE: LABOR/EMPLOYEE RELATIONS SPECIALIST

RESPONSIBILITIES:
- Provide guidance and direction to management staff to ensure proper interpretation and administration of labor agreements.
- Supervise and monitor employee relations cases, including complaints and grievance filings, from initial report through final disposition. Receive and process grievances at the second step of the grievance procedure. Investigates allegations of contract violations and make recommendations for settlement or arbitration.
- Conduct investigations related to employee complaints. Document all cases and present reports to Senior Management team.
- Represent the Agency's labor relations positions in mediation and fact finding processes.
- Compile and analyze information related to collective bargaining issues.
- Assist with preparation and presentation of the Agency’s position in arbitration cases.
- Research aspects of the law and arbitral precedent related to contract proposals, grievance issues, and terms and conditions of employment to assure consistency with laws and to identify legal precedent to support the Agency’s position during negotiations, arbitration, and administrative hearings.
- Provide interpretation of agency policies and procedures to all levels of staff.
- Work with employees, labor organizations and management personnel to set up Labor Management and/or Health & Safety Committees. Represent Agency on Labor Management and Health & Safety Committees.
- Conduct research of labor relations trends, National Labor Relations Board (NLRB) decisions, court decisions, and proposed state and federal legislation.
- Develop and implement training programs to improve employee, labor organization, and management relations.
- Perform other duties as assigned.
QUALIFICATIONS
- Bachelor’s Degree plus 5 years of progressively responsible experience in labor relations representing management in contract negotiations and mediation proceedings.
- Master’s Degree in Industrial and Labor Relations or graduation from an accredited law school desirable.
